At this site, if you have a #1, 2, or 3 ranking score, it's pretty strictly video-only.
I've gotten some pic-only top 3 scores through but only because my score was so damn small nobody cared.

For handhelds it's ok most of the time. If u mean the %progress that's just progress toward the completing of voting. lvlup doesn't give info on no-votes / yes-vote s.
