I'm playing on an nintendo 3DS, while it isn't impossible to record a video on it, it would be troublesome and the quality won't be good. This is why for handhelds pictures are generally accepted. I've proved on a previous record that I own the game and the console and for the rest, well in the end it's the community that decides whether or not accepting a score.
I've had some score refused before, it's frustrating but oh well, I could come back and try to improve. Videos are good practice but they aren't enforced all the time, usually you will see video+picture because you never know what could happen to the video hosting service.

Please correct me if I am wrong but, I was under the impression that all first place scores required a video?
