imo, FPGA consoles are simulation/emulation. Not the actual hardware, just a all-in-1 chip which use retro-engineering to run the games.

It's hardware, but not real C64 or C128 hardware. It's FPGA.
Have to say with FPGA and also modern replacement parts and what not, the lines of what is emulation and what is 'real' are getting a bit blurrier as time goes on. But I guess that's a discussion for another time
